In these cases, I would agree that forbidding nudity can lead to body images issues, and would simply let the child do what she is comfortable with. There is nothing wrong with nudity or the human body or any of that. I say this independent of the genders present. The question for you is: are you ready to facilitate said sexual exploration for your daughter? I assume that my year-old will someday be sexual.
